Chairman & Chief Executive Officer
Robert Fahlman brings over 29 years of extensive healthcare and healthcare technology experience. Prior to joining Arcadian, Mr. Fahlman served as CEO of Paradigm Management Services a catastrophic case management company. Mr. Fahlman also served as COO with e-Health and as CEO with Omni Healthcare. His previous experience also includes executive level positions at Healtheon (WebMD), FHP/TakeCare Health Plan (United Healthcare) and Procter & Gamble. Mr. Fahlman has a proven record of growing companies substantially with a critical focus on operational execution and customer service excellence. Mr. Fahlman holds a BS in Business Administration from Portland State University. He is a member of the Board of Directors of various organizations.
Chief Medical Officer
As Chief Medical Officer Dr. Apgar is responsible for the care management strategy for Arcadian’s Health Plans and the Management Services Organization. Dr. Apgar brings more than 19 years of experience in managed care. His previous experience includes: President and Chairman of Bloodsource, Senior Vice President & Chief Clinical Operations Officer at National Imaging Associates, and Senior Medical Officer at Blue Shield of California. Dr. Apgar has also served as a private practice physician specializing in Internal Medicine, Geriatrics and HIV. Dr. Apgar earned his BA in Zoology from San Diego State University and his medical degree from the University of California, Los Angeles, where he also completed his fellowship in General Internal Medicine.
Vice President, Managed Services Organization
Helene Beilman-Werner brings over 20 years as an accomplished senior executive and healthcare leader. Prior to her association with Arcadian Management Services Ms. Beilman-Werner served as Executive Vice President and Chief Operating Officer for Primary Provider Management Company where she was distinguished by a history of success in delivering exceptional operational and financial results for this $65 million MSO while growing the organization from 25,000 members to over 240,000 during her tenure. She has been involved in several start-up and turn-around companies including CalOptima, PruCare Senior Plan, FHP Senior Plan and Blue Cross government programs and was successful in delivering high functioning teams and creating efficiencies resulting in strong financial performance throughout the organizations. Ms. Beilman-Werner is recognized as an industry leader. As a motivational speaker and collaborative manager with a strong emphasis on interpersonal relationship building and growth and result-oriented focus, she is FACHE board certified in healthcare management and is committed to advancing the healthcare industry with a focus on continuous quality improvement.
Helene Beilman-Werner joined Arcadian Management Services in January 2009 and is responsible for the overall operations for Arcadian’s MSO clients.
Chief Information Officer
Mr. Click brings more than 20 years of experience to Arcadian Health. As the CIO, he heads the company's national IT department and its related functions, servicing all of the company's offices and operational facilities. Previously, Mr. Click held the position of SVP and Global CIO for Abraxis BioScience. In addition, he has held senior positions at Molina Healthcare (CIO), eBay's PayPal unit, Honeywell International and Zenith Electronics. Rick Click is also a Certified Six Sigma Black Belt and the author of two books on business process outsourcing (BPO).
Mr. Click holds a BS and MBA from California Coast University, and began his career in the US Army in the National Security Agency (NSA). He recently was selected as the “2009 Information Technology Executive of the Year” by the American Business Association.
Medical Director
Dr. Cruz joined Arcadian Health Services in March of 2009 as the Medical Director of the Management Services Organization for California. He is responsible for the utilization review and quality management of health care resources for medical groups which provide access to care in rural and urban regions of California.
His medical education began at the University of California, San Diego School of Medicine in 1982. He selected a residency in Family Medicine at White Memorial Medical Center in East Los Angeles and later completed a Community Medicine Fellowship in conjunction with the School of Public Health at UCLA, where his course work emphasized health care services administration.
Throughout his career, Dr. Cruz has demonstrated his commitment to primary care for multicultural and underserved communities. He has developed several medical residency programs, most notably the Pomona Family Medicine Program, which was designed to prepare family physicians, nurse practitioners and physician assistants to practice in medically underserved communities. Most recently, he served as the Chief Medical Officer of AltaMed Health Services, the largest federally qualified health center in California, where he was responsible for directing the quality of medical services to underserved families in Los Angeles and Orange Counties.
Chief Financial Officer
Mr. Granow has over 25 years in the financial services industry, including 18 years of experience focused on healthcare companies. Prior to joining Arcadian in 2006, Mr. Granow was a Managing Director at Giuliani Capital Advisors LLC, formerly Ernst & Young Corporate Finance, where he focused on capital raising, merger & acquisition and restructuring assignments, primarily for middle market companies in the Western US and for health care and health sciences companies nationally. Mr. Granow was a Chief Financial Officer for approximately three years at a privately held health care organization with revenues of approximately $600 million. Previously Mr. Granow was a Tax Partner at Ernst & Young and spent 18 years advising healthcare clients on strategies and transactional structuring for mergers and acquisitions to execute transactions and optimize capital efficiency. Mr. Granow is a CPA, with a Bachelor of Science in Accounting from the University of Connecticut, Magna Cum Laude and a Master of Business Taxation from the University of Southern California.
Chief Financial Officer – MSO
Richard’s responsibilities include leading the accounting, analysis, budgeting and financial operations functions of the MSO division. Previously, Richard served as Arcadian Management Services’ Vice President and Controller. Prior to joining the Company in 2007, he served as CFO of Physician WebLink/Syntiro Healthcare Services, a management services company, for four years. Richard also spent nine years with PacifiCare Health Systems, Inc., most recently as Vice President and CFO of the PacifiCare Dental and Vision Division.
Richard received a Bachelor of Arts degree in Finance from California State University, Fullerton, and earned his Masters of Business Administration from Chapman University.
Vice President, Market Development
Chase Milbrandt is responsible for the development of new business opportunities with provider groups, hospitals and health plans; with a focus on the creation of business relationships and strategies that enable success for our clients. Mr. Milbrandt is also involved in the identification and development of new business lines for Arcadian Management Services as well as new market selection and development for Arcadian Health Plan. Chase has over 15 years of experience in the health care industry, both in the hospital management and managed care sectors. His experience includes hospital strategic planning, health plan contracting, and provider network development and management. Prior to joining Arcadian Management Services in October of 1998, Mr. Milbrandt was Director of Business Development for Brim Healthcare, Inc., a national hospital management company. Mr. Milbrandt received his Bachelor of Arts Degree in Business Administration from Pacific University, Forest Grove, Oregon, and his Masters of Business Administration from the University of Portland.
Senior Vice President and Chief Sales & Marketing Officer
With over 19 years of managed care experience, Garrison has been a key contributor to Arcadian Health Plan’s growth and success. At Arcadian, Garrison’s primary responsibility has been to take the company from its initial CMS filing in 2004 to a national network of Medicare Advantage Health Plans. In 5 years, the company has expanded to 15 states and provides membership for over 45,000 lives.
Garrison began his career at PacifiCare/Secure Horizons and has since been instrumental in the development and launch of several key Medicare managed care plans including HealthNet Seniority Plus and TakeCare FHP. He was also the National Director for Healthsource Inc.'s Senior Division (now CIGNA.) After the passage of the Balanced Budget Act of 1997, Garrison was the Director of Sales and Marketing for Government Programs at Kaiser Permanente’s Northeast division where his responsibilities included managing the Medicare, Medicaid, and Child Health Plus product lines.
As the Director of Sales and Marketing for Secure Horizons, Garrison was instrumental in relaunching a successful growth effort in the Southwest region after the passage of the Medicare Modernization Act in 2003. Outside of the Medicare industry, Garrison was Aetna’s Director of Emerging Markets in the Northeast and Mid-Atlantic regions.
Senior Vice President of Operations
Patrick has over 30 years of Healthcare experience. Prior to joining Arcadian in July 2009, Patrick was the Health Plans Operations Officer at Health Net in Woodland Hills, CA. His responsibilities included Contact Centers, Enrollment, Billing, Claims, Training and Audit and Facilities for all Healthnet plans nationally. Prior to national responsibilities at Health Net, he Operations Officer, CA health plan. Before Healthnet, Patrick held similar positions at PacifiCare of Arizona, and eventually all Health Plans at PacifiCare. He has a BS in Accounting from Quincy University.
Senior Vice President Network Management
Tom’s extensive experience at large health plans includes executive leadership roles where he was accountable for significant growth and expansion efforts. Most recently he was head of sales for Universal Health Services; previously he was Business Development Officer at Health Net and Regional Vice President of Development and Network Management with PacifiCare. At Cigna, Tom was General Manager and Regional Vice President of Network Operations and Provider Service. His prior experience includes working at John Deere Health Care, Community Health Group, and Partners National Health Plan. Tom earned his Bachelor of Science from Eastern Illinois University and his Juris Doctorate from Hofstra Law School in New York.
Vice President, Human Capital
Heidi Sullivan has over 15 years of progressively responsible Human Resources and Organizational Development roles with several of these years spent in the healthcare industry. Prior to joining Arcadian in 2008, Ms. Sullivan held senior Human Resource positions with Kaiser Permanente, Progressive Insurance and SCORE! Educational Centers. Her experience includes development and implementation of critical employee training and strategic human capital business direction with the design and launch of results driven performance models. In addition, Ms. Sullivan has effectively built and sustained talent acquisition strategies resulting in targeted best practices selection and impactful talent retention. Ms. Sullivan received her Bachelor of Arts in Organizational Leadership/Human Resources from Chapman University, Summa Cum Laude and is completing her Master of Business Administration from JFK University.
